TIN – TAXPAYERS IDENTIFICATION NUMBER

TIN (Taxpayers Identification Number) is a document that the Internal Revenue Commission (IRC) issues to businesses owners in Papua New Guinea.

Importance of a TIN

A TIN Certificate is a very important requirement.

The banks would require it when you want to open a bank account for your business.

To open a Business Account with the bank, they will require two important documents;

  • IPA Certificate and Extract;
  • TIN Certificate;
  • Business Profile; and
  • Account Opening Application Form

Also, taxpayers will use the TIN to pay their taxes to IRC.

If you pay your taxes successfully, IRC will issue you with a COC (Certificate of Compliance).

It must be understood that COC is issued by IRC after you have opened your Business Account with the bank and when funds are actually being deposited into the account by your clients (revenue flowing in).

An entity with a COC has a competitive advantage over those without it.

For instance, when it comes to project bidding and government contracts, the entity with COC will most likely win the contract.

Requirements for TIN Registration

Applicants must comply with ALL the following requirements in order to obtain your TIN Certificate.

You must submit all these in one email;

  • Filled TIN Application Form
  • Valid Identification Card
  • IPA Documents

You should submit TIN 2 if your entity is solely-owned (owned by one person).

However, if the entity is co-owned, you should fill both TIN 1 (Non-Individual) and TIN 2 (Individual).

That means you might want to have more than one signatory to the entity’s bank account.

For instance, if the entity is owned by two (2) people, both of you will fill a TIN2 each (individually) and fill one TIN1 (together).

Filling the TIN Application Forms

Below are important reminders to keep in mind when you fill the forms.

Ensure that your name on the TIN Application Form must be identical to both, the name on your IPA Certificate and your valid ID.

Otherwise, you will have to verify your name with a Statutory Declaration and explain any anomalies.

You do not have to provide a Middle Name on the TIN Application form if you do not have it on your valid ID, or on your IPA documents.

Do not leave out required sections of the form. If you do not understand some sections, take it to someone reliable who could explain things to you properly.

You must provide your personal information such as your personal bank account. Do not leave that blank.

If you don’t have any personal bank account yet, open one first.

Do not rush!

Do not expect PNG SME DIRECTORY or IRC to do corrections on silly mistakes for you.

Any errors or omissions will only delay your application unnecessarily so follow these instructions carefully and conform to the requirements.

Valid ID (Identification Card)

There are only 3 valid IDs;
1). Passport
2). Driver’s License; and
3). NID (National Identification Card).

Every other ID is considered NOT VALID and will not be accepted.

When you fill out the TIN application, use only one valid ID – not all.

WHAT IF YOU DO NOT HAVE A VALID ID

If you have NONE of the above valid IDs, there are several ways to getting your “other ID” verified.

However, we will explain only one simple way which works well for most of our SME clients. That is to create your own ID under your new business and verify it.

Create Your Own ID 

Create your own ID under your newly registered entity. You can read more about how to validate your personal ID.

You can do that at home or probably at your nearest printshops or stationery.

1. Have your full name (similar to that on IPA documents) and your ID photo on the ID. This includes the logo of your new entity.
2. Mention your position as Manager, Director or Secretary on the ID.
3. Validate that ID with a Statutory Declaration by a Commissioner of Oath usually done at the Courthouse or by a lawyer.

That’s it! You already have a validated ID which IRC will, with no doubt, accept it.

Other Important Points

Take note that;

A). NID numbers without NID cards can be used but you must also make declaration with a State Dec on it.

B). Birth Certificates are NOT accepted anymore.

C). Expired Drivers License or Passports will NOT be accepted so RENEW it before submitting your TIN application.

D). There is a section on Personal Bank Account details. You MUST fill that up. If you do not have an account, open one now before applying for TIN because, it is a requirement now.

We will not accept applications that do not conform to the instructions stated on this page.

If you do not have any of the required items as stated above, obtain them and prepare first before you can submit the TIN application.

Do not rush!

FINAL REMINDER: Send everything in one email and not in different emails.

How is TIN Registration done? 

At PNG SME DIRECTORY, we do not process nor issue TIN Certificates.

We only facilitate applications and do screening in order to maintain a high level of compliance so that our clients’ TIN applications do not get rejected by IRC.

The IRC staff actually do the proper screening, processing and issuance of TIN. They also do reprinting of TIN as well.

Sometimes, they take extended time to process your application, unlike IPA,

At IPA, most of the things are put online so clients can expect some efficiency.

Although, we try our best to serve our clients using the Same Day PROCESSING, IRC still relys on traditional methods. It might facilitate online TIN Processing in the near future.

However, in most cases, IRC sends individual applications to Provincial Tax Offices (IRC offices) to process the applications.

Therefore, their timeframe is unpredictable.

What we do is, to try our best to do regular follow ups on our clients’ TIN Applications.

If you obtain your TIN Certificate yourself, while we are trying to get it for you, it does not warrant you to come back to us claiming for REFUND. That’s absurd because, TIN Registration is free and we only try to help our IPA clients. Any delays caused by IRC is beyond our control.

However, we do have a refund policy and we address each case by its nature.

Submission of TIN Application 

There are two ways of submitting the TIN application; the fastest way and the slowest way. It sounds funny but this statement describes the two ways perfectly.

The Fastest Way; you can expect to collect your TIN Certificate in less than five (5) days.

The Slowest Way: you can expect to receive your TIN Certificate after a month or sometimes less.

  7. Dear Sir/Madam,
    Please assist I received Taxpayer Registration Certificate June 2019 but no COC given and tried to open my business account with the bank but they wanted a TIN# which I provided but still not satisfied, I never did business till now and certificate has expired and I’m willing to renew again but I might go into same issue again. I read through your process and that’s what did.. please differentiate my TIN from others or was the TIN supposed to be issued after I got my TIN?

    1. COC is not needed to open a new business account with the bank. You will need the TIN and IPA documents to open it. COC will be issued by IRC after you have successfully filled your taxes to IRC.
      Tell the bank that you haven’t been into business as yet since you haven’t opened an account as yet. Some tellers are just stupid.
      If need be, go to IRC and explain that you have not done business yet due to no bank account and hear what they say. Report their response to the bank.
      Never give up. Never procrastinate.
      Try a different bank if you have to.
